Avery County North Carolina is seeking sealed bids from qualified General Contractors for the renovation and addition to a building at 358 Beech Street in Newland, NC that will serve as the new headquarters for the Avery County Department of Social Services. The project is generally described as the renovation of an approximately 5,400 square foot single-story wood framed building and the addition of approximately 5,400 square feet of single-story wood framed space, along with site development. The project budget is $2,500,000.

Bids will be received until 3:00 PM on January 19, 2023 in the Commissioner’s Board Room, 175 Linville Street, Newland, NC 28657. Bids will be publicly opened and read aloud.

Any bidder wishing to mail in their bid is responsible for its receipt by the bid deadline. Bids received by hand, courier, delivery service, mail, or any other means after the advertised deadline will not be opened. They will be returned to the bidder.

A 5% Bid Bond or certified check in the amount of 5% of the bid amount is required to be included with the bid. Bidders will also be required to review and follow the Minority and Women Owned Business Enterprise requirements as established by Avery County and contained within the bidding documents.

A mandatory pre-bid conference will be held in the Commissioner’s Board Room on January 5, 2023 at 10:30 am. Representatives of the architect and the owner will be present. The building at 358 Beech Street will be open for inspection immediately after the pre-bid conference. This will be the only opportunity to tour the existing building.

ADDENDUM #1

This addendum is issued prior to the receipt of bids for the referenced project. All of the items listed below 
are hereby made a part of the contract documents. All contractors submitting a bid shall reference the 
date of receipt of this addendum in the appropriate location on their bid form.

1. The bid date has been extended to Thursday, January 26, 2023. The bid time and the 
location for the receipt of bids remain unchanged.
2. In Specifications Section 03 3000, delete “Barrier One, Inc.” under 2.3.A Products.
3. Permit fees will be the responsibility of the General Contractor.
4. For the two sliding gates at the parking lot entries, provide the following: 8’ high three rail 
aluminum sliding gate by Alumi-Guard, Inc. or Ameristar Perimeter Security USA, black, 
electro-deposition coating, one for 25’ face-to-face of curb & gutter on west entry/exit and one 
for 20’ face- to-face of curb & gutter on north exit, LIFTMaster SL3000UL 1 HP motor with 
MK500GS keypad and Pedastal Pro low profile pedestal at each gate.
5. In Specifications Section 01 2100, under 1.05.A, increase the specified Hardware Allowance 
to $75,000 to include both hardware items and installation.
6. The data system will be the responsibility of the Owner.
7. MC electrical cable is acceptable.
8. The MDP (Main Distribution Panel) has an 800-amp main circuit breaker and that is the main 
disconnect for the building.
9. For the building exterior, all of the existing cedar siding and trim that remains after 
construction will be painted along with the new siding and trim.
10. On Sheet E1.0, Lighting Fixture Schedule, fixture type “B” is not used.
11. Doors in the existing building may be re-used. The General Contractor shall, during 
construction, identify the doors proposed to be re-used for review and approval of the 
Architect.
12. In Specifications Section 08 1416, under 2.03.A, change the door type to Solid Core

This addendum is issued prior to the receipt of bids for the referenced project. All of the items listed below
are hereby made a part of the contract documents. All contractors submitting a bid shall reference the
date of receipt of this addendum in the appropriate location on their bid form.

1. In Specifications Section 10 2641, supply ballistic panels on the Office side of the wall.
Panels shall meet threat level UL 3.
2. The curb and gutter width shall be 30”.
3. Remove all existing wallpaper. Repair existing wall board and paint all existing walls.
4. Remove “popcorn” finish from existing ceilings and repaint. New ceilings shall be smooth.
5. All ceiling gypsum board shall be 5/8”.
6. Extend Bath Room 134 wall tile to ceiling as shown in ID drawings.
7. Note 9 ground wire size: Table 250.122 of the NEC. The ground wire size for a 200 AMP
overcurrent device is #6. The existing panels are fed from MDP each with a 200 Amp circuit
breaker.
8. The emergency light fixtures and the corridor lights are controlled by lighting controller "LC".
Please refer to "Lighting controller LC wiring diagram" shown on drawing E1.0.
9. “173 Storage” is to be LVT-1.
10. “189 Storage” should be “189 Corridor”.
11. Transition strips to be installed at all flooring height changes.
12. Schluter Dilex and Rondec are to be Satin Anodized Aluminum.
13. Epoxy grout is to be used.
14. Mannington Sheet Vinyl is to be installed the most efficient way to eliminate waste and
seams.
15. The floor hatching shown in ID1.01 illustrates floor direction. Use ID1.01 for flooring
installation.
